The ACT Government answered the following questions for us:

1) is the realtime data available in bulk? The data is streamed in real time and not stored and as such, not available in bulk.

2) how frequently it is updated? As above, it is streamed in real time and updated every 30 seconds.

3) is it available without going through a registration process? You will have to register in order to get access to the data.
